Good morning Your Excellency Ambassador of Laos Mr. Soukthavone KEOLA, President Jung Chun-Sik, Entrepreneurs Society(KLES), distinguished guests and delegates from foreign diplomatic corps. I am Lee Jae-Hyung, President of IEAPS. Thank you very much for your participation in this forum and concerns for our institute. 본 연구소는 작년에 주한 필리핀대사와 인도대사를 초빙하여 조찬강연회를 가진 바 있습니다. 오늘은 금년 들어 첫 번째로 라오스대사님을 모시고 귀한 말씀을 듣게 되었습니다. 비록 한국과 라오스는 국교를 정상화 한지 얼마 되지는 않았지만 이제 두 나라는 긴밀한 협조관계를 유지하고 있습니다. Our institute conducted a couple of morning lectures inviting Ambassador of the Philippines and Ambassador of India last year. Today marks this year’s first forum event lectured by H. E. Ambassador of Laos Mr. Soukthavone KEOLA. Although it has not been long since Korea and Laos established diplomatic ties, the two countries have continuously enhanced friendly relationship. 라오스는 지형 지세나 생활 풍습, 외침의 역사 등 여러 면에서 한국과 닮은 점이 많은 나라입니다. 북부 ‘루앙프라방’을 중심으로13세기 백만마리 코끼리의 나라 “란쌍왕국”의 번영을 누렸던 라오스는 버마, 크메르, 타이왕국 등의 압력을 받았으며, 1893년부터 약 50년 간 프랑스 식민통치를 받기도 했습니다. Laos is something similar to Korea in terms of terrain, way of life and historical outside invasion. In the thirteenth century Laos called “Ranshang Kingdom” meaning a kingdom of one-million elephants. However, this prospering kingdom was frequently under the rule of neighboring countries, including Burma, Khmer and Thailand. Further, this kingdom was colonized by France for more than fifty years. 마침내 1975년 라오스사회인민민주주의공화국을 수립한 라오스는 이제50여개의 소수민족들을 하나로 아우르면서 근대국가 발전을 위해 박차를 가하고 있습니다. 1997년 동남아 국가연합(ASEAN)에 가입한 이래 내륙국이라는 지정학적 약점을 장점으로 만들어 서쪽의 '방콕', 남쪽의 '앙코르와트', 북쪽의 '곤명', 동쪽의 '호치민 시티'를 연결하는 교통과 물류의 중심으로 거듭나기 위해 노력하고 있습니다. Since its founding as Lao People's Democratic Republic in 1975, Laos has eagerly been pursuing social and economic development by successfully combining more than fifty ethnic minorities. Laos became one of member nations of ASEAN in 1997, and this country tries to become a region from land-locked to land-linked center for logistics by connecting Bangkok in the west, Ankorwat in the south, Kunming in the north and Hochiminh City in the east. 한-라오스 양국 관계는 1995년 외교관계 수립 이래 정치, 경제, 사회, 문화 등 다양한 분야에서 꾸준히 발전하고 있습니다. 지난 수년간 양국간 경제교류와 인적교류가 눈에 띄게 활발해지고 있습니다. Since their normal diplomatic relations in 1995, Korea and Laos have been enhancing bilateral partnership in the field of politics, economics, culture. And the two nations have actively exchanged exchange of goods and manpower. 우리정부는 개발경험을 토대로 교육, 보건, 농촌 개발, IT 등 라오스의 경제사회발전에 기여하기 위해 노력하고 있습니다. 민간차원에서도 의료 봉사 활동, 교육사업지원 등 라오스의 발전을 지원하기 위해 다양한 활동을 전개하고 있습니다. Korean government has contributed much to Laos’s social and economic development in the field of education, health and sanitation, agricultural development, and information technology by handing over Korea’s past developmental experience. Korean NGOs also have eagerly been participating in Laos’s projects such as medical and educational services. 오늘 조찬 강연회는 약 2시간에 걸쳐서 조찬, 발표 및 질의응답 순으로 진행됩니다. 참가하신 여러분들은 대사님의 강연 후에 강의하신 주제에 대해 논평이나 질문을 해 주시면 고맙겠습니다. 참고로 부산의 한-라오스경영인 모임과 주식회사 동인전기공업주식회사에서 오늘의 강연회를 후원해 주었습니다. 감사합니다. I am very happy to be here as a congratulatory speaker on behalf of Korea-Laos Entrepreneurs Society(KLES). KLES는 한국과 라오스 기업인들과의 친선과 우호, 나아가 경제 및 문화교류를 추구하는 순수민간기업인들의 모임입니다. 작년 께올라 대사께서는 이 모임을 결성하는데 중추적인 역할을 해 주셨고, 대사님의 협력으로 우리 회원들은 지난 해 년 말에 라오스를 공식 방문하여 상공부장관과 라오스 유명기업인들과 만나 상호 공동관심사에 관한 논의를 가진 바가 있고 금년부터 본격적인 교류활동 등 다양한 사업들을 추진하려고 합니다. KLES is a get-together of Entrepreneurs Society pursuing mutual friendship, economic and cultural exchange between Korean and Laos’s business people. Ambassador Soukthavone KEOLA contributed in organizing KLES last year, and through his arrangement, we were able to visit Laos and meet Minister of Commerce and Industry of Laos and leading businessmen there at the end of last year. At the meeting we discussed a variety of mutual concerns, and we are going to conduct exchange programs including, cross-visits and other activities between the two countries from this year. 저가 작년에 라오스를 직접 방문하여 여러 사람들을 만나 보니까 라오스는 미래 발전 가능성이 동남아시아에서 대단히 높은 국가라는 인상을 받았습니다. 특히 저가 만났던 라오스 상공장관의 말씀이 기억에 남는데 그 분은 라오스가 어려운 국제경제여건 속에서도 7%이상의 경이로운 경제성장을 기록하고 있다고 하면서 라오스는 정치, 사회적인 안정성과 풍부한 천연자원, 그리고 무엇보다도 착한 사람들이 있어서 미래가 아주 밝다는 겁니다. 그러시면서 장관은 많은 투자가 한국으로부터 이루어지기를 희망하고 있었습니다. During my tour to Laos and meeting with Laos people, I realized that the country has had a greatest potential among the Southeast Asian nations. When I was there, Minister of Commerce and Industry of Laos told me that in spite of last year’s foreign exchange crisis, Laos enjoyed more than 7 % of economic growth, and his country’s future is bright by virtue of political stability, abundant natural resources, and good-natured people. He also added that he eagerly anticipated Korea’s investment toward his country. 그런데 오늘 마침 동아시아평화문제연구소에서 께올라 라오스대사님을 초청하여 한국과 라오스간의 포괄적인 협력관계를 주제로 강연회가 열린다는 소식을 듣고 저를 비롯한 우리 KLES회원들이 기쁜 마음으로 후원하기로 하였고, 더불어 대사님의 훌륭한 말씀을 들을 기회를 여러분과 함께 가지게 되어 매우 기쁘게 생각합니다. So we decided to sponsor the forum as we thought we could listen to Ambassador’s lecture. 세상은 이제 하나로 움직이고 있습니다. 라오스는 우리가 생각하는 저 오지의 국가도 아니고 아주 가까이 있는 이웃 친구나라입니다. 서로가 배우고 얻고 하면 모두 행복해 질 것이라는 생각을 합니다. As it is well known, the world is getting smaller and the globalization is our common language. Laos is no more a remote and strange country to us. Nowadays Laos and Korea are close and friendly neighbors. I am Laos representative of economics and commerce, Lee Jae Sook. First of all, it is my honor to address today's congratulatory message for Korea and Laos cooperate relation development forum with presence of Soukthavone KEOLA ambassador and other diplomats. 그리고 이 자리를 마련해 주신 동아시아평화문제연구소 이재형소장님께 감사 드립니다. 오늘 아침 이 자리에 오는 길 강변언덕에 유난히도 길고 추웠던 지난겨울을 잘 견디고 봄소식을 알리는 개나리를 보며 긴 겨울잠에서 깨어나 이제 싹을 내고 꽃을 피우기 시작하는 한국과 라오스 양국 간의 미래를 보는 것 같아서 기분이 아주 좋았습니다. And thanks for president of Institute of East-Asia Peace Studies, Dr. Lee Jae-Hyung for today's arrangement. Korean forsythia blossoms all over the street rushes the spring. It was really nice to see these blossoms which overlap future of Korea and Laos relations. 흔히들 다이나믹 코리아의 힘이 조찬모임에서 시작된다고들 하는데, 여러분들을 만나 보니 그 말이 실감나며, 한국의 열정과 라오스의 온화함이 이곳에 어우러져 더욱 굳건하게 다지는 자리가 될 것 같습니다. 처음 저는 사업가로서 라오스를 방문했습니다. 그러나 처음 라오스 땅을 밝는 순간부터 눈에 들어오는 순수한 라오스 사람들의 미소와 아름다운 자연에 이끌려 라오스 전역을 돌며 그 나라의 훌륭한 문화와 잠재되어 있는 국민성에서 무한한 발전가능성을 보았습니다. Some people say that the power of Dynamic Korea is started from breakfast meetings, and I could tell that is true by meeting you today. I first visited Laos for business purpose. I have seen the bright future of Laos from great culture and potential possibility of development by looking around all over the country which was caused by the smiles of Lao people and beautiful natures when I first came to Laos. 라오스는 우리 남북한 면적보다 1.7배나 큰 면적을 갖고 있는데 인구는 600만에 불과합니다만, 많은 지하자원을 보유하고 있으며 좋은 토양과 기후, 울창한 산림이 보존되어있는 반면, 아직, 아세안 여타국가에 비해 개발이 되지 않은 나라입니다. Laos has land size of 1.7 times bigger than South Korea, but the population is only 6 million. Laos has fine soil, climate with heavily wooded forest and plenty of natural resources that have not yet been developed compare to other ASEAN countries. 라오스는 전기가 매우 풍부하여 타국에 수출하고 있으며 아세안국가 중에서 가장 저렴한 전기료를 징수하고 있습니다. 그리고, 낮은 임금과 온순한 국민성이 투자자들에게 많은 매력이 될 수 있다고 생각됩니다. 또한, 정치적으로도 매우 안정되어 있고 치안에도 전혀 불편함이 없습니다. 예를 들면, 라오스에 없는 것 세 가지가 있는데, 그 중 하나는 대통령궁 앞에 경비가 없고 또 하나는 공해가 없고 마지막 하나는 거지가 없다고 합니다. Laos have abundance of electricity, and even exports to other countries, and charges the lowest in ASEAN countries. I think the low wage and meek national character can be attractive to investors, and Laos is also very stable with politics, as well as public orders. For example, there are three things that Laos does not have. The first one is there is no guard at the presidential palce. Other thing is no pollution. Last one is there is no beggar. 그리고, 역사적으로 단 한번도 타국을 침략 한 적이 없는 남의 것을 탐내거나 욕심을 내지 않는 평화를 사랑하는 나라입니다. 부아손 총리 및 여러 각료들은 라오스 경제발전을 위하여 선진 기술을 받아들이려고 무한한 노력을 하고 있습니다. Laos is really peace lover country which had never invaded other countries in their history and does not covet what belongs to others. The Prime Minister, Buason and many of members of the Cabinet try really hard to receive advanced technology for developing Laos economics. 예를 들면, 외국 민간인인 저에게 통상대사직을 부여하여 양국간 경제협력에 견인차가 되어줄 것을 기대하십니다. 처음, 라오스정부에서 저에게 통상분야와 문화, 홍보분야의 대사를 맡아달라고 했을 때, 저는 그렇게 중요한 대사의 자리를 맡을 수 없다는 생각에 완곡히 사양을 했으나 라오스와 한국이 더욱 발전적인 관계로 격상되기 위해서 제가 꼭 도와주길 바란다고 간곡히 부탁하시는 수상님과 부처 장관님의 진심을 보면서 저 또한 다시금 생각 하게 되었고 우리 한국과 라오스가 좀 더 협력적 동반자의 관계로 나아간다면 양국국민 모두가 행복해 질 수 있다고 생각되어 부족하지만 열심히 해보기로 했습니다. For example, Laos expects me to be the role of the motive power for economic collaborate between Korea and Laos by appointing me as representative of economics and commerce. When the government of Laos asked me to be the representative of economics and commerce and ambassador of culture and public relation, I refused to accept the request since the position was just too much important. Prime Minister and ministers of many department earnestly requested me for my help to improve relationship of Laos and Korea. With all these requests, I had thought again that it is not just simple request which I could simply refuse. I thought that if Korea and Laos become more collaborated partners, this will be great opportunity to make both countries people happier, So, I have decided to work for Korea and Laos with all of my heart and energy. 또한, 우리 기업이 라오스에 진출하면서 애로사항이나 문제가 있으면 제가 나서서 손해를 보지 않도록 조정 역할도 하겠습니다. 그리고, 문화분야에서도 교류를 확대하여 양국의 관계가 협력적 동반자관계로 이루어지는데 씨앗이 되도록 노력을 다하겠습니다. If there is any problem or trouble with Korean companies entering Laos, I will be the first one to help and adjust for not to have any loss or damages. And I will try to increase exchanges in cultural parts to be the seed of becoming collaborated partners for each other. 아무쪼록 수교 15주년을 계기로 양국의 관계가 한 단계 더 격상되고 교류가 더욱 활발히 이루어지길 바라며 한국과 라오스의 포괄적 협력관계 발전포럼의 무한한 발전을 기원합니다. 감사합니다. I am nervous having precious chance standing on this platform with presence of Ambassador Soukthavone KEOLA, and representative of economics and commerce & ambassador of culture and public relation, Lee Jae Suk, and other ASEAN diplomats. 저희 회사는 과거 한국에서 시계회사로 가장 많이 알려져 있으나 지금은 바이오, 전자, 건설, 자원개발 등 여러 분야에 진출해 있습니다. 오늘 제가 이 자리에 서게 된 것은 현재 라오스에 진출한 저 보다 더 경험이 많고 훌륭한 기업인들이 많지만 짧은 기간에 라오스에 여러 사업을 진행하면서 경험을 얘기하라는 뜻으로 이해하고 말씀 드리겠습니다. In past, Orient Bio was well known as watch maker in Korea, but we have expanded on Bio, electronics, construction and resource development business fields. I have thought about the reason for me standing hear at the platform today although there are many other excellent businessmen with more experience with Laos, I understood this chance as sharing my experiences in Laos. 제가 라오스에 간 목적은 실험용 영장류를 생산하기 위해 방문하였습니다. 물론 이재숙 대사의 권고에 의해서 방문하였습니다. 제가 라오스와의 인연은 이대사께서 평소 라오스에 의료봉사단을 보내어 많은 라오스인들에게 존경을 받고 있었고 저는 이렇게 좋은 봉사활동에 조금 보탬을 준 것이 그 시작이었습니다. The initial objective for me to visit Laos was producing non-human primates for research purpose. Of course Ambassador Lee Jae Suk recommended me to visit Laos. My relationship with Ambassador Lee Jae Suk started with a small support to her volunteer activities in Laos since she was already sending medical service teams to Laos and wins respect from Lao people. 라오스라면 북한과 비슷한 나라가 아닌가 하는 선입관을 가지고 방문했습니다만 너무 평온하고 자유로운 나라여서 매우 놀랐습니다. 처음 라오스사람과 악수한 사람은 수상님이었습니다. 이 대사님은 봉사활동 의료진과 함께 저를 수상님께 소개했고 저는 제가 방문한 목적을 말씀 드리니 적극 도와주시겠다고 하셨습니다. I had preconception of Laos as similar to North Korea when I first visit Laos, but I was really surprised how peaceful and free country it is. The first person that I had handshake was the prime minister. Ambassador Lee introduced me to prime minister along with medical service team, and I explained my purpose of visit to prime minister, and he gave me an answer of positive support for my business in Laos. 그 후 저는 수상님을 수 차례 다시 만날 수 있었고 수상님의 고향인 살라반주를 방문하여 너무 아름다운 폭포와 소수민족 부족이 살고 있는 곳에서 저녁 만찬을 하면서 소수민족 부족장들과 너무 정겨운 시간을 보냈습니다. 그리고 라오스를 차량을 타고 14시간을 이동하면서 아름다운 산야를 볼 수 있었습니다. I had more chances to meet the prime minister and even had chance to visit his home town, Saravane Province where has beautiful water falls. I also had chance to have dinner with minority race tribe members and had really great time there. I also had chance to see the beautiful fields and mountains while 14 hours of driving in Laos. 이렇게 몇 번 방문하면서 여러 분야의 사업제의를 받았고 현재 진행되거나 검토 중에 있습니다. 특히 자원개발 분야와 축산, 바이오 분야, 골프장 및 리조트 개발 ,공단개발, 호텔, 대학 등 많은 분야에 진출하고 있습니다. 이러한 분야를 진행하면서 가장 힘이 되었던 것이 이재숙 통상대사님의 한국기업에 대한 각별한 배려와 역할이 있었습니다. With several times of visit, I have received variety of business proposals, and some are in progress and some are in reviewing stage. We have entered in to variety business fields, especially resource development and love stocks, Bio related businesses, golf course and resort development, industry park, hotels and universities. The most support while progressing all these work in Laos was from Ambassador Lee Jae Suk, her particular consideration for Korean companies. 저뿐만 아니라 많은 진출 기업과 현재 진출하려는 기업들이 이 대사님의 도움을 받고 있으며 이들 기업은 시간과 비용을 절감할 수 있고 투자 시에 일어날 수 있는 많은 애로사항을 해소 할 수 있었습니다. 라오스는 이재숙 통상대사를 통해 한국과 좀더 가깝고 서로 도움 될 수 있는 이웃으로 지내길 원하고 있습니다. Not only myself, but also lot of other companies try to enter Laos gets support from Ambassador Lee , and they can reduce the time and cost, and solve difficulties which can occur in investment as well. Laos wants to be closer and neigbor with Korea that could help and support each other through Ambassador Lee Jae Suk. 저는 우리나라가 필요로 하는 것을 라오스에서 얻고 라오스에도 우리가 줄 수 있는 것들이 무엇일까 고심하다 대학을 설립하기로 하였습니다. 라오스는 우리나라보다 훨씬 큰 면적의 국토를 가지고 있지만 인구는 매우 적습니다. 그래서 라오스인들이 저임금으로 하는 산업보다는 넓고 사용 가능한 자원을 이용 할 수 있는 기술을 이전한다면 한국과 라오스가 미래를 열어가는 좋은 관계가 될 수 있다고 생각했습니다. With a great deal of trouble thinking about what could I get from Laos for Korea and what could I provide to Laos, I have decided to set up University in Laos. Laos has land size of 1.7 times bigger than South Korea, but the population is very small. Therefore, it might be a lot helpful for Laos to provide technology for using wide and variety resources than low wage industry in order to brighten the future relation between Korea and Laos. 라오스의 수상님과 각료들은 이제 이재숙 통상대사를 통해 한국과 좀 더 가까워지고 많은 기업이 진출해서 서로 발전하길 기대하고 있습니다. 제가 짧은 기간에 본 느낌을 말씀 드릴 수 있는 기회를 주신 동아시아평화문제연구소 이재형 박사님께 다시금 감사 드립니다. The Prime minister and members of the Cabinet expects to have closer relation with Korea and more companies entering Laos through Ambassador Lee Jae Suk. He was born on 12 May, 1940, and has his wife and four sons. 대사님의 주요 경력을 말씀 드립니다. 대사님은 모스크바대학에서 국제관계학을 전공하였으며, 1968년 라오스혁명당 국제협력부에서 사무관으로 공직을 수행하기 시작했습니다. 1976년에는 주캄보디아 라오스 대사관 참사관, 1981년부터 1984년까지 주몽골대사를 역임하였으며, 그 후 주쿠바대사, 주니카라구아대사직을 수행한 바 있습니다. He obtained his Master’s degree in International Relations in Moscow University. In the 1960s, he served as Officer at the Department of International Relations of the Lao People’s Revolutionary Party in Huaphanh Province. In the 1970s, he worked as Deputy Permanent Secretary of the Ministry of Foreign Affairs in Vientiane. Since 1980s, he positioned as Laos ambassador to Mongolia in 1981-84, Laos ambassador to Cuba and Nicaragua in 1985-87. 1990년대 초에는 라오스혁명당 국제협력국장을 역임하였고, 1990년 중반에는 주러시아대사, 주루마니아대사를 역임하였으며, 1990년 말에는 주북한대사, 주중국대사를 역임하였습니다. 그리고 2002년부터 2006년까지는 주일본대사를 역임하였으며, 2007년부터 지금까지 주한 라오스대사로 재직하고 계십니다. 대사님은 학구열도 뛰어나 불어, 영어, 러시아어에도 능통하다고 합니다. 또한 대사님은 테니스, 배드민턴, 수영 등 다양한 취미활동을 하고 계십니다. 그러면 오늘 귀중한 말씀을 전해 주실 주한 라오스대사님을 모시겠습니다. 큰 박수로 환영해 주시기 바랍니다. 감사합니다. From 2002 to 2006 he was Laos Ambassador to Japan, and he has been positioned as Laos ambassador to Korea. His working languages include French, English and Russian. Since the foundation of the Lao People’s Democratic Republic in 1975, the Lao Government is conducting the foreign policy for peace, friendship and international cooperation, based on the principles of mutual respect of independence and the non-interference in the internal affairs of each other. At present the Lao PDR has established the diplomatic relations with 130 countries, including the Republic of Korea from 1995. Since then Laos and the Republic of Korea began to develop the relations of friendship and cooperation between our two countries step by step for the interests of our two peoples. The Republic of Korea has opened its Embassy in Laos in September 1996 and Laos has established its Embassy in Seoul on January 2001. Beside the visits of our Leaders, the exchanges of the visits at different ministerial level and different organizations and between people and people have also contributed to the development of our bilateral relations in the fields of politics, economics, education, public health, culture, sport etc. 매 정상회담에서 양국 정상은 양국간 친선 및 협력관계의 포괄적 강화를 위하여 중요 지침들을 확인하였습니다. 정상간의 방문을 비롯하여 각 장관급 방문 교환 그리고 각계 각층의 다양한 기관들과 사람들의 교류는 양국간의 정치, 경제, 교육, 공중 보건, 문화, 스포츠 등의 분야에 있어 양국의 관계 발전에 큰 기여를 하였습니다. The Republic of Korea was able to achieve industrialization in only a single generation and has transformed itself from an aid recipient country to a donor country. From nearly two decades, the Republic of Korea began to give assistances in grant-aid to Laos through KOICA and the office of KOICA has been established in Laos from 2005. From 1991 to 2006 the government of Korea has extended the grant-aid to Laos through KOICA, almost worth around 15 million US$ and in the past five years the grant-aid has been increased and varying from 6 to 10 millions US$ per year. 대한민국은 산업화를 오직 한 세대만에 이루어냈고 원조 수혜국에서 수여국으로 탈바꿈하였습니다. 대한민국은 한국국제협력단 KOICA를 통해서 근 20년 전부터 라오스에 무상원조를 시작하였으며 2005년에는 KOICA 사무실이 라오스에 개설되었습니다. 1991년부터 2006년 한국정부는 KOICA를 통하여 약 1,500만불에 상당하는 무상원조를 하였으며 지난 5년 동안 무상원조가 매년 6백만불에서 1천만불 수준으로 꾸준히 증가해왔습니다. These grant-aids were concentrated on the development of the rural areas, the education and the public health. Many Lao students have received the scholarships to study in Korea and many Lao officials can come to Korea for training programs in different fields. Through KOICA many Korean experts, specialists and volunteers went to Laos to share their experiences in information, technology, medicine, agricultural technologies, education, in governance etc. From 2001 to 2009 the Korea Internet Volunteers has sent 92 volunteers to Laos to conduct the ICT Training Courses. We appreciate that the Republic of Korea pledges to triple the volume of its ODA to developing countries by 2015. 이러한 무상원조는 농촌지역의 개발과 교육, 공중보건에 집중적으로 지원되었습니다. 많은 라오스 학생들이 한국에서 공부할 수 있도록 장학금을 받았으며 많은 라오스 공무원들 또한 각 분야에 걸쳐 훈련과정에 참석하기 위해 한국에 방문할 수 있었습니다. KOICA를 통하여 많은 한국의 전문가들과 자원봉사자들이 라오스를 방문하여 정보, 기술, 의약, 농업 기술, 교육, 관리 등의 분야에서 그들이 가진 경험들을 전수해주었습니다. 2001년부터 2009년까지 해외인터넷청년봉사단이 총 92명의 봉사단원을 라오스에 보내 ICT(정보통신기술) 훈련과정을 수행하였습니다. 2015년까지 개발도상국들에 대하여 ODA(정부개발원조)를 3배로 늘리겠다는 한국정부의 공약에 감사를 드립니다. The Government of Korea has also extended the loans to Laos with the purpose of promoting economic cooperation between two countries. Laos and the Republic of Korea have signed the agreement on cooperation in economics, technique and science in 1996 and on the loan from EDCF(Economic Development Cooperation Fund) in 1997. Since 1998 the Republic of Korea has approved many loans for the priority projects of the Lao Government. In 2009 EDCF has reduced the interest rate of loan to Laos from 0.5% to 0.01%, extended the period of payment from 30 years to 40 hears and the period of exemption’s payment from 10 years to 15 years. 한국정부는 또한 양국간의 경제 협력 증진을 목적으로 라오스에 차관을 주었습니다. 1996년 라오스와 대한민국은 경제, 기술, 과학분야의 협력과 1997년 EDCF(대외경제협력기금) 차관 협약에 서명하였습니다. 1998년부터 대한민국은 라오스정부의 중점프로젝트에 많은 차관을 허가해주었습니다. 2009년 EDCF는 0.5%에서 0.01%로 차관의 이율을 낮추었고 지불기간도 30년에서 40년으로 면세지불 기간도 10년에서 15년으로 연장해 주었습니다. The government and the people of Laos highly appreciate the precious assistances from the Republic of Korea, which contribute to the socio-economic development of our country. In the field of Korean investment in Laos, the two countries have signed the Agreement on the promotion and the protection of the investment in 1996 and the Agreement for the avoidance of double taxation and the prevention of fiscal evasion with respect of taxes on Income in 2004. 라오스정부와 국민은 대한민국의 원조에 깊은 감사를 드리며 이는 라오스의 사회경제발전에 큰 기여를 할 것입니다. 라오스에서의 한국의 투자와 관련하여 말씀 드리면, 1996년 양국이 투자진흥과 보호에 관한 협약에 서명을 하였고 2004년에는 조세의 이중과세회피 및 탈세방지를 위한 협약에 서명을 하였습니다. From 2002 to December 2009, the Republic of Korea has invested in Laos 142 projects with the total amount of 445,332,515 US$ and is ranked the 5th in foreign investment in Laos, after Thailand, China, Vietnam and France. Korea has invested in the fields of agriculture, garment, industry of handicraft, wood industries, mining, trading, hotels and restaurants, banking, consulting, services, construction, energy etc. During the past three years, more Korean companies expressed their desire to have investment and trade relations with Laos, especially after the visits in Korea of Lao Prime Minister Bouasone BOUPHAVANH in 2008 and 2009 and after the establishment of ASEAN-Korea Center from March 2009, which organizes many programs and activities for the promotion of investment, trade and tourism relations between the Republic of Korea and ASEAN. 2002년부터 2009년 12월까지, 대한민국은 라오스에 총 445,332,515US$에 달하는 142개 프로젝트에 투자를 하였으며 현재 라오스 해외 투자국 순위에 태국, 중국, 베트남과 프랑스에 이어 5위를 차지하고 있습니다. 한국의 주요 투자 부문으로는 농업, 의복, 수공예산업, 목재공업, 광업, 무역, 호텔과 식당, 은행, 컨설팅, 서비스, 건축, 에너지 등입니다. 3년 전부터 특히 2008, 2009년 라오스 부아손 부파완 총리의 방문 이후와 2009년 3월 아세안-한국 센터의 설립 이후 많은 한국 회사들이 라오스로의 투자, 무역에 관심을 가지고 진출하기를 희망하였습니다. On May or June of this year, there will be the 2nd Seminar on investment in Laos, organized by ASEAN-Korea Center and you are welcomed to attend this Seminar with the participation of the delegation from Laos. Concerning the investment in Laos, I would like to express my sincere thanks to Mr. Kim, Chang-Min Honorary Consul of Laos in Busan since 2003, who has made his efforts to attract many Koreans investors to Laos. Recently on January 2010 Mrs. Lee Jae Sook, Chairwoman of Onnury World Company has been nominated as a Lao Economic and Trade Representative to the Republic of Korea to assist the Ministry of Industry and Commerce of Laos in carrying out the work of bilateral trade and investment facilitation and promotion in Korea. Its potential sectors are energy, mining, agro-business and tourism. The estimated electricity potential is over 30,000 MW. Laos is planning to export electricity to Thailand 7,000 MW after year 2015 and to Vietnam 3,000 MW from now to 2020. The mining sector presents numerous potential opportunities for investment. According to the research, covering 65.78% of all territory of Laos, we have already discovered more than 600 mining sites, which include gold, silver, copper, tin, sapphires, lead-zinc, iron ore, gypsum, lignite, potash, gem stone, silica, coal etc. 참석자 여러분, 라오스는 작은 나라이지만 자연자원이 풍부한 나라입니다. 개발가능성 분야로서 에너지, 광업, 농업관련사업과 관광이 있습니다. 라오스에서 추정 가능한 전력 잠재량이 30,000MW를 넘습니다. 라오스는 2015년 이후 7,000 MW를 태국에, 지금부터 2020년까지 3,000 MW를 베트남에 수출할 계획이 있습니다. 광업분야 또한 엄청난 투자 가치가 있습니다. 한 조사에 의하면 라오스 전국토의 65.78%를 차지하는 광범위한 지역에 이미 600개 이상의 광산지역이 발견되었습니다. 광물자원으로서 금, 은, 구리, 주석, 사파이어, 납아연, 철광석, 석고, 갈탄, 칼리, 원석, 실리카, 석탄 등이 있습니다. The Law on the promotion of foreign investment defines the principles, regulations and measures regarding the promotion, protection and management of foreign investment in Laos, with the aim at enhancing relationship and economic cooperation with foreign countries. Laos is politically stable country with low crime rate. It has been granted the Generalized System of Preferences (GSP) from 42 countries, including the Republic of Korea. Laos and Korea have also signed the MOU and Agreement on the establishment of the stock market in Laos, which will be operated from the end of this year. 외국인 투자 진흥법은 외국간의 경제 협력과 관계 강화를 목표로 라오스에서의 외국 투자의 진흥, 보호, 관리에 관하여 원칙, 규칙, 방법 등을 정의하였습니다. 라오스는 낮은 범죄율과 정치적으로 안정되어 있는 나라입니다. 대한민국을 포함한 42개국으로부터 GSP(일반특혜관세제도) 혜택을 받고 있습니다. 또한 라오스와 한국은 올해 말부터 라오스에 주식시장 개설을 위한 양해각서와 협약서에 서명하였습니다. In trade relations, it is noted that the Republic of Korea has extended the trade concession to Laos from the year 2000, which concerns the privileges for the export products of Laos to Korea. In the past three years the volume of trade between two countries is increasing step by step reaching around 100 millions US$. Both sides need to make their efforts to find more possibilities to increase our trade relations. 무역관계에 관해 말씀 드리면, 대한민국은 2000년부터 한국에 수출하는 라오스 제품들에 대하여 특권을 주도록 하는 무역 양허권을 준다고 발표하였습니다. 지난 3년 동안 두 나라간의 무역량은 1억불에 달하며 꾸준히 증가해왔습니다. 양국은 무역증진을 위하여 더 많은 가능성을 찾아 노력을 해 나가야 할 때라고 생각합니다. In other field of cooperation, I would like to welcome more Korean tourists to visit Laos, by going directly or combining with the visits of some neighboring countries of Laos. Many Korean tourists go to visit Thailand, China, Vietnam and Cambodia. The reason is that they have direct flight to Korea. Laos and Korea are expecting also to establish the direct flight in the coming years to boost our bilateral relations. Laos has requested to send the Lao workers to Korea. 협력의 또 다른 분야로, 더 많은 한국 관광객들의 단일 혹은 이웃나라와의 연계된 라오스 관광 방문을 환영합니다. 많은 한국 관광객들이 태국, 중국, 베트남 그리고 캄보디아를 방문하고 있습니다. 그 이유는 각 나라로 갈 수 있는 직항로가 있기 때문일 것입니다. 라오스와 한국 또한 양국의 관계 발전을 도모하기 위해 올해 직항 노선을 개설할 것이라고 기대하고 있습니다. 라오스는 한국에 라오스 인력을 송출할 수 있도록 요청했습니다. If this matter can be realized, the number of the passengers in the direct flight will be economically more profitable. In tourism there are many travel agencies which arrange the tour to visit Xiengmai(Thailand) Luangphabang(Laos) and Ankorn Wat(Cambodia) during one tour of visit. The tourists can also come directly to Laos after visiting Kungming Metropolitan City of Yunnan Province of China. There are around 1,493 tourist sites in Laos and many of them are also very attractive, like in other countries, namely the UNESCO world heritage Wat Phu, the Waterfall Khonephapheng, the resort Vanvieng, the plain of Jars and so on. Koreans who hold the ordinary passport can go to Laos without the entry visa and can stay in Laos up to 15 days. 이것이 성사된다면 직항을 이용하는 승객의 증가로 경제적으로 이윤을 창출할 수 있을 것입니다. 태국의 치앙마이 라오스의 루앙프라방 캄보디아의 앙코르와트를 방문하는 여행 일정을 가진 많은 여행사들이 있습니다. 여행객 또한 중국의 운난 쿤밍시 방문 후 직항으로 라오스를 방문할 수 있습니다. 라오스에는 1,493개의 관광지가 있으며 유네스코 문화 유적지로 선정된 왓푸, 껀파팽 폭포, 방비엥 리조트, 자르평원 등 다른 나라들처럼 매력적인 관광지가 많이 있습니다. 일반여권을 소지한 한국인들은 무비자로 15일간 라오스에 방문하실 수 있습니다. In conclusion during 15 years of diplomatic relations between Laos and the Republic of Korea both sides have made their efforts to strengthen friendship and develop the cooperation in many fields. We have good cooperation in international affairs. Laos supports the establishment of peace in the Korean Peninsula and the peaceful reunification of two Koreas. The Republic of Korea has extended various kinds of assistances to Laos including humanitarian aid, when Laos was affected by natural disasters. We have exchanged the cultural activities and established the sisterhood cities of two countries. The two peoples begin to know more traditions and customs of each other and they become good friends and good partnerships. 마지막으로, 라오스와 대한민국 외교수립 15년 동안 양국은 여러 분야에 걸려 친선과 협력을 강화 도모하고자 많은 노력을 기울여왔습니다. 우리는 국제적 안건에 대하여도 좋은 협력관계를 유지하고 있습니다. 라오스는 한반도의 평화로운 정착과 평화적 통일을 이루기를 지원하고 있습니다. 대한민국은 라오스가 자연재앙을 입었을 때 인도주의적 원조와 다양한 지원을 해주고 있습니다. 또한 문화 교류도 활발히 하고 있으며 두 나라간 자매 도시 결연도 하고 있습니다. 우리는 두 국민간 서로의 전통들과 관습들을 알아가기 시작했으며 서로에게 좋은 친구가 되고 좋은 파트너십 관계를 형성해 가고 있습니다. In the middle of this month, the Korea-Lao Joint Commission will hold the meeting in Laos and will discuss many issues of our cooperation, including the exchange of top level visits. In coming October the Leaders of Korea and ASEAN will hold the Summit 10+1, 10+3 and East Asia Summit in Vietnam. We welcome the completion of ASEAN-Korea free trade agreements and comprehensive economic partnership and we look forward to elevate our comprehensive partnership as strategic partnership for our mutual profit.
