Our institute conducted a couple of morning lectures inviting Ambassador of the Philippines and Ambassador of India last year. Today marks this year¡¯s first forum event lectured by H. E. Ambassador of Laos Mr. Soukthavone KEOLA. Although it has not been long since Korea and Laos established diplomatic ties, the two countries have continuously enhanced friendly relationship.
¶ó¿À½º´Â ÁöÇü Áö¼¼³ª »ýȰ dz½À, ¿ÜħÀÇ ¿ª»ç µî ¿©·¯ ¸é¿¡¼ Çѱ¹°ú ´àÀº Á¡ÀÌ ¸¹Àº ³ª¶óÀÔ´Ï´Ù. ºÏºÎ ¡®·ç¾ÓÇÁ¶ó¹æ¡¯À» Áß½ÉÀ¸·Î13¼¼±â ¹é¸¸¸¶¸® ÄÚ³¢¸®ÀÇ ³ª¶ó ¡°¶õ½Ö¿Õ±¹¡±ÀÇ ¹ø¿µÀ» ´©·È´ø ¶ó¿À½º´Â ¹ö¸¶, Å©¸Þ¸£, ŸÀ̿ձ¹ µîÀÇ ¾Ð·ÂÀ» ¹Þ¾ÒÀ¸¸ç, 1893³âºÎÅÍ ¾à 50³â °£ ÇÁ¶û½º ½Ä¹ÎÅëÄ¡¸¦ ¹Þ±âµµ Çß½À´Ï´Ù. Laos is something similar to Korea in terms of terrain, way of life and historical outside invasion. In the thirteenth century Laos called ¡°Ranshang Kingdom¡± meaning a kingdom of one-million elephants. However, this prospering kingdom was frequently under the rule of neighboring countries, including Burma, Khmer and Thailand. Further, this kingdom was colonized by France for more than fifty years.
¸¶Ä§³» 1975³â ¶ó¿À½º»çȸÀιιÎÁÖÁÖÀǰøÈ±¹À» ¼ö¸³ÇÑ ¶ó¿À½º´Â ÀÌÁ¦50¿©°³ÀÇ ¼Ò¼ö¹ÎÁ·µéÀ» Çϳª·Î ¾Æ¿ì¸£¸é¼ ±Ù´ë±¹°¡ ¹ßÀüÀ» À§ÇØ ¹ÚÂ÷¸¦ °¡Çϰí ÀÖ½À´Ï´Ù. 1997³â µ¿³²¾Æ ±¹°¡¿¬ÇÕ(ASEAN)¿¡ °¡ÀÔÇÑ ÀÌ·¡ ³»·ú±¹À̶ó´Â ÁöÁ¤ÇÐÀû ¾àÁ¡À» ÀåÁ¡À¸·Î ¸¸µé¾î ¼ÂÊÀÇ '¹æÄÛ', ³²ÂÊÀÇ '¾ÓÄÚ¸£¿ÍÆ®', ºÏÂÊÀÇ '°ï¸í', µ¿ÂÊÀÇ 'ȣġ¹Î ½ÃƼ'¸¦ ¿¬°áÇÏ´Â ±³Åë°ú ¹°·ùÀÇ Áß½ÉÀ¸·Î °Åµì³ª±â À§ÇØ ³ë·ÂÇϰí ÀÖ½À´Ï´Ù. Since its founding as Lao People's Democratic Republic in 1975, Laos has eagerly been pursuing social and economic development by successfully combining more than fifty ethnic minorities. Laos became one of member nations of ASEAN in 1997, and this country tries to become a region from land-locked to land-linked center for logistics by connecting Bangkok in the west, Ankorwat in the south, Kunming in the north and Hochiminh City in the east.
ÇÑ-¶ó¿À½º ¾ç±¹ °ü°è´Â 1995³â ¿Ü±³°ü°è ¼ö¸³ ÀÌ·¡ Á¤Ä¡, °æÁ¦, »çȸ, ¹®È µî ´Ù¾çÇÑ ºÐ¾ß¿¡¼ ²ÙÁØÈ÷ ¹ßÀüÇϰí ÀÖ½À´Ï´Ù. Áö³ ¼ö³â°£ ¾ç±¹°£ °æÁ¦±³·ù¿Í ÀÎÀû±³·ù°¡ ´«¿¡ ¶ç°Ô Ȱ¹ßÇØÁö°í ÀÖ½À´Ï´Ù. Since their normal diplomatic relations in 1995, Korea and Laos have been enhancing bilateral partnership in the field of politics, economics, culture. And the two nations have actively exchanged exchange of goods and manpower.
¿ì¸®Á¤ºÎ´Â °³¹ß°æÇèÀ» Åä´ë·Î ±³À°, º¸°Ç, ³óÃÌ °³¹ß, IT µî ¶ó¿À½ºÀÇ °æÁ¦»çȸ¹ßÀü¿¡ ±â¿©Çϱâ À§ÇØ ³ë·ÂÇϰí ÀÖ½À´Ï´Ù. ¹Î°£Â÷¿ø¿¡¼µµ ÀÇ·á ºÀ»ç Ȱµ¿, ±³À°»ç¾÷Áö¿ø µî ¶ó¿À½ºÀÇ ¹ßÀüÀ» Áö¿øÇϱâ À§ÇØ ´Ù¾çÇÑ È°µ¿À» Àü°³Çϰí ÀÖ½À´Ï´Ù. Korean government has contributed much to Laos¡¯s social and economic development in the field of education, health and sanitation, agricultural development, and information technology by handing over Korea¡¯s past developmental experience. Korean NGOs also have eagerly been participating in Laos¡¯s projects such as medical and educational services.
¿À´Ã Á¶Âù °¿¬È¸´Â ¾à 2½Ã°£¿¡ °ÉÃļ Á¶Âù, ¹ßÇ¥ ¹× ÁúÀÇÀÀ´ä ¼øÀ¸·Î ÁøÇàµË´Ï´Ù. Âü°¡ÇϽŠ¿©·¯ºÐµéÀº ´ë»ç´ÔÀÇ °¿¬ ÈÄ¿¡ °ÀÇÇϽŠÁÖÁ¦¿¡ ´ëÇØ ³íÆòÀ̳ª Áú¹®À» ÇØ ÁÖ½Ã¸é °í¸¿°Ú½À´Ï´Ù. Âü°í·Î ºÎ»êÀÇ ÇÑ-¶ó¿À½º°æ¿µÀÎ ¸ðÀÓ°ú ÁÖ½Äȸ»ç µ¿ÀÎÀü±â°ø¾÷ÁÖ½Äȸ»ç¿¡¼ ¿À´ÃÀÇ °¿¬È¸¸¦ ÈÄ¿øÇØ ÁÖ¾ú½À´Ï´Ù. °¨»çÇÕ´Ï´Ù. KLES is a get-together of Entrepreneurs Society pursuing mutual friendship, economic and cultural exchange between Korean and Laos¡¯s business people. Ambassador Soukthavone KEOLA contributed in organizing KLES last year, and through his arrangement, we were able to visit Laos and meet Minister of Commerce and Industry of Laos and leading businessmen there at the end of last year. At the meeting we discussed a variety of mutual concerns, and we are going to conduct exchange programs including, cross-visits and other activities between the two countries from this year.

ƯÈ÷ Àú°¡ ¸¸³µ´ø ¶ó¿À½º »ó°øÀå°üÀÇ ¸»¾¸ÀÌ ±â¾ï¿¡ ³²´Âµ¥ ±× ºÐÀº ¶ó¿À½º°¡ ¾î·Á¿î ±¹Á¦°æÁ¦¿©°Ç ¼Ó¿¡¼µµ 7%ÀÌ»óÀÇ °æÀÌ·Î¿î °æÁ¦¼ºÀåÀ» ±â·ÏÇϰí ÀÖ´Ù°í ÇÏ¸é¼ ¶ó¿À½º´Â Á¤Ä¡, »çȸÀûÀÎ ¾ÈÁ¤¼º°ú dzºÎÇÑ Ãµ¿¬ÀÚ¿ø, ±×¸®°í ¹«¾ùº¸´Ùµµ ÂøÇÑ »ç¶÷µéÀÌ ÀÖ¾î¼ ¹Ì·¡°¡ ¾ÆÁÖ ¹à´Ù´Â °Ì´Ï´Ù. ±×·¯½Ã¸é¼ Àå°üÀº ¸¹Àº ÅõÀÚ°¡ Çѱ¹À¸·ÎºÎÅÍ ÀÌ·ç¾îÁö±â¸¦ Èñ¸ÁÇϰí ÀÖ¾ú½À´Ï´Ù. During my tour to Laos and meeting with Laos people, I realized that the country has had a greatest potential among the Southeast Asian nations. When I was there, Minister of Commerce and Industry of Laos told me that in spite of last year¡¯s foreign exchange crisis, Laos enjoyed more than 7 % of economic growth, and his country¡¯s future is bright by virtue of political stability, abundant natural resources, and good-natured people. He also added that he eagerly anticipated Korea¡¯s investment toward his country.

As it is well known, the world is getting smaller and the globalization is our common language. Laos is no more a remote and strange country to us. Nowadays Laos and Korea are close and friendly neighbors. If both nations would try to understand each other, people of Laos and Korea become happier and prosperous in the future.

Some people say that the power of Dynamic Korea is started from breakfast meetings, and I could tell that is true by meeting you today. I first visited Laos for business purpose. I have seen the bright future of Laos from great culture and potential possibility of development by looking around all over the country which was caused by the smiles of Lao people and beautiful natures when I first came to Laos. ¶ó¿À½º´Â ¿ì¸® ³²ºÏÇÑ ¸éÀûº¸´Ù 1.7¹è³ª Å« ¸éÀûÀ» °®°í Àִµ¥ Àα¸´Â 600¸¸¿¡ ºÒ°úÇÕ´Ï´Ù¸¸, ¸¹Àº ÁöÇÏÀÚ¿øÀ» º¸À¯Çϰí ÀÖÀ¸¸ç ÁÁÀº Åä¾ç°ú ±âÈÄ, ¿ïâÇÑ »ê¸²ÀÌ º¸Á¸µÇ¾îÀÖ´Â ¹Ý¸é, ¾ÆÁ÷, ¾Æ¼¼¾È ¿©Å¸±¹°¡¿¡ ºñÇØ °³¹ßÀÌ µÇÁö ¾ÊÀº ³ª¶óÀÔ´Ï´Ù. Laos has land size of 1.7 times bigger than South Korea, but the population is only 6 million. Laos has fine soil, climate with heavily wooded forest and plenty of natural resources that have not yet been developed compare to other ASEAN countries. ¶ó¿À½º´Â Àü±â°¡ ¸Å¿ì dzºÎÇÏ¿© Ÿ±¹¿¡ ¼öÃâÇϰí ÀÖÀ¸¸ç ¾Æ¼¼¾È±¹°¡ Áß¿¡¼ °¡Àå Àú·ÅÇÑ Àü±â·á¸¦ ¡¼öÇϰí ÀÖ½À´Ï´Ù. ±×¸®°í, ³·Àº Àӱݰú ¿Â¼øÇÑ ±¹¹Î¼ºÀÌ ÅõÀÚÀڵ鿡°Ô ¸¹Àº ¸Å·ÂÀÌ µÉ ¼ö ÀÖ´Ù°í »ý°¢µË´Ï´Ù. ¶ÇÇÑ, Á¤Ä¡ÀûÀ¸·Îµµ ¸Å¿ì ¾ÈÁ¤µÇ¾î ÀÖ°í Ä¡¾È¿¡µµ ÀüÇô ºÒÆíÇÔÀÌ ¾ø½À´Ï´Ù. ¿¹¸¦ µé¸é, ¶ó¿À½º¿¡ ¾ø´Â °Í ¼¼ °¡Áö°¡ Àִµ¥, ±× Áß Çϳª´Â ´ëÅë·É±Ã ¾Õ¿¡ °æºñ°¡ ¾ø°í ¶Ç Çϳª´Â °øÇذ¡ ¾ø°í ¸¶Áö¸· Çϳª´Â °ÅÁö°¡ ¾ø´Ù°í ÇÕ´Ï´Ù. Laos have abundance of electricity, and even exports to other countries, and charges the lowest in ASEAN countries. I think the low wage and meek national character can be attractive to investors, and Laos is also very stable with politics, as well as public orders. For example, there are three things that Laos does not have. The first one is there is no guard at the presidential palce. Other thing is no pollution. Laos is really peace lover country which had never invaded other countries in their history and does not covet what belongs to others. For example, Laos expects me to be the role of the motive power for economic collaborate between Korea and Laos by appointing me as representative of economics and commerce. When the government of Laos asked me to be the representative of economics and commerce and ambassador of culture and public relation, I refused to accept the request since the position was just too much important. Prime Minister and ministers of many department earnestly requested me for my help to improve relationship of Laos and Korea. With all these requests, I had thought again that it is not just simple request which I could simply refuse. If there is any problem or trouble with Korean companies entering Laos, I will be the first one to help and adjust for not to have any loss or damages. The initial objective for me to visit Laos was producing non-human primates for research purpose. Of course Ambassador Lee Jae Suk recommended me to visit Laos. I had preconception of Laos as similar to North Korea when I first visit Laos, but I was really surprised how peaceful and free country it is. The first person that I had handshake was the prime minister. I had more chances to meet the prime minister and even had chance to visit his home town, Saravane Province where has beautiful water falls. I also had chance to have dinner with minority race tribe members and had really great time there. I also had chance to see the beautiful fields and mountains while 14 hours of driving in Laos. With several times of visit, I have received variety of business proposals, and some are in progress and some are in reviewing stage. We have entered in to variety business fields, especially resource development and love stocks, Bio related businesses, golf course and resort development, industry park, hotels and universities. The most support while progressing all these work in Laos was from Ambassador Lee Jae Suk, her particular consideration for Korean companies. He obtained his Master¡¯s degree in International Relations in Moscow University. In the 1960s, he served as Officer at the Department of International Relations of the Lao People¡¯s Revolutionary Party in Huaphanh Province. In the 1970s, he worked as Deputy Permanent Secretary of the Ministry of Foreign Affairs in Vientiane. Since 1980s, he positioned as Laos ambassador to Mongolia in 1981-84, Laos ambassador to Cuba and Nicaragua in 1985-87. 1990³â´ë ÃÊ¿¡´Â ¶ó¿À½ºÇõ¸í´ç ±¹Á¦Çù·Â±¹ÀåÀ» ¿ªÀÓÇÏ¿´°í, 1990³â Á߹ݿ¡´Â ÁÖ·¯½Ã¾Æ´ë»ç, Áַ縶´Ï¾Æ´ë»ç¸¦ ¿ªÀÓÇÏ¿´À¸¸ç, 1990³â ¸»¿¡´Â ÁÖºÏÇÑ´ë»ç, ÁÖÁß±¹´ë»ç¸¦ ¿ªÀÓÇÏ¿´½À´Ï´Ù. ±×¸®°í 2002³âºÎÅÍ 2006³â±îÁö´Â ÁÖÀϺ»´ë»ç¸¦ ¿ªÀÓÇÏ¿´À¸¸ç, 2007³âºÎÅÍ Áö±Ý±îÁö ÁÖÇÑ ¶ó¿À½º´ë»ç·Î ÀçÁ÷ÇÏ°í °è½Ê´Ï´Ù. ´ë»ç´ÔÀº Çб¸¿µµ ¶Ù¾î³ª ºÒ¾î, ¿µ¾î, ·¯½Ã¾Æ¾î¿¡µµ ´ÉÅëÇÏ´Ù°í ÇÕ´Ï´Ù. ¶ÇÇÑ ´ë»ç´ÔÀº Å״Ͻº, ¹èµå¹ÎÅÏ, ¼ö¿µ µî ´Ù¾çÇÑ Ãë¹ÌȰµ¿À» ÇÏ°í °è½Ê´Ï´Ù. ±×·¯¸é ¿À´Ã ±ÍÁßÇÑ ¸»¾¸À» ÀüÇØ ÁÖ½Ç ÁÖÇÑ ¶ó¿À½º´ë»ç´ÔÀ» ¸ð½Ã°Ú½À´Ï´Ù. Since the foundation of the Lao People¡¯s Democratic Republic in 1975, the Lao Government is conducting the foreign policy for peace, friendship and international cooperation, based on the principles of mutual respect of independence and the non-interference in the internal affairs of each other. At present the Lao PDR has established the diplomatic relations with 130 countries, including the Republic of Korea from 1995. Since then Laos and the Republic of Korea began to develop the relations of friendship and cooperation between our two countries step by step for the interests of our two peoples. The Republic of Korea has opened its Embassy in Laos in September 1996 and Laos has established its Embassy in Seoul on January 2001. The Republic of Korea was able to achieve industrialization in only a single generation and has transformed itself from an aid recipient country to a donor country. From nearly two decades, the Republic of Korea began to give assistances in grant-aid to Laos through KOICA and the office of KOICA has been established in Laos from 2005. From 1991 to 2006 the government of Korea has extended the grant-aid to Laos through KOICA, almost worth around 15 million US$ and in the past five years the grant-aid has been increased and varying from 6 to 10 millions US$ per year. ´ëÇѹα¹Àº »ê¾÷ȸ¦ ¿ÀÁ÷ ÇÑ ¼¼´ë¸¸¿¡ ÀÌ·ç¾î³Â°í ¿øÁ¶ ¼öÇý±¹¿¡¼ ¼ö¿©±¹À¸·Î Å»¹Ù²ÞÇÏ¿´½À´Ï´Ù. ´ëÇѹα¹Àº Çѱ¹±¹Á¦Çù·Â´Ü KOICA¸¦ ÅëÇØ¼ ±Ù 20³â ÀüºÎÅÍ ¶ó¿À½º¿¡ ¹«»ó¿øÁ¶¸¦ ½ÃÀÛÇÏ¿´À¸¸ç 2005³â¿¡´Â KOICA »ç¹«½ÇÀÌ ¶ó¿À½º¿¡ °³¼³µÇ¾ú½À´Ï´Ù. 1991³âºÎÅÍ 2006³â Çѱ¹Á¤ºÎ´Â KOICA¸¦ ÅëÇÏ¿© ¾à 1,500¸¸ºÒ¿¡ »ó´çÇÏ´Â ¹«»ó¿øÁ¶¸¦ ÇÏ¿´À¸¸ç Áö³ 5³â µ¿¾È ¹«»ó¿øÁ¶°¡ ¸Å³â 6¹é¸¸ºÒ¿¡¼ 1õ¸¸ºÒ ¼öÁØÀ¸·Î ²ÙÁØÈ÷ Áõ°¡ÇؿԽÀ´Ï´Ù. These grant-aids were concentrated on the development of the rural areas, the education and the public health. Many Lao students have received the scholarships to study in Korea and many Lao officials can come to Korea for training programs in different fields. Through KOICA many Korean experts, specialists and volunteers went to Laos to share their experiences in information, technology, medicine, agricultural technologies, education, in governance etc. From 2001 to 2009 the Korea Internet Volunteers has sent 92 volunteers to Laos to conduct the ICT Training Courses. We appreciate that the Republic of Korea pledges to triple the volume of its ODA to developing countries by 2015. KOICA¸¦ ÅëÇÏ¿© ¸¹Àº Çѱ¹ÀÇ Àü¹®°¡µé°ú ÀÚ¿øºÀ»çÀÚµéÀÌ ¶ó¿À½º¸¦ ¹æ¹®ÇÏ¿© Á¤º¸, ±â¼ú, ÀǾà, ³ó¾÷ ±â¼ú, ±³À°, °ü¸® µîÀÇ ºÐ¾ß¿¡¼ ±×µéÀÌ °¡Áø °æÇèµéÀ» Àü¼öÇØÁÖ¾ú½À´Ï´Ù. 2001³âºÎÅÍ 2009³â±îÁö ÇØ¿ÜÀÎÅͳÝû³âºÀ»ç´ÜÀÌ ÃÑ 92¸íÀÇ ºÀ»ç´Ü¿øÀ» ¶ó¿À½º¿¡ º¸³» ICT(Á¤º¸Åë½Å±â¼ú) ÈÆ·Ã°úÁ¤À» ¼öÇàÇÏ¿´½À´Ï´Ù. 2015³â±îÁö °³¹ßµµ»ó±¹µé¿¡ ´ëÇÏ¿© ODA(Á¤ºÎ°³¹ß¿øÁ¶)¸¦ 3¹è·Î ´Ã¸®°Ú´Ù´Â Çѱ¹Á¤ºÎÀÇ °ø¾à¿¡ °¨»ç¸¦ µå¸³´Ï´Ù. The Government of Korea has also extended the loans to Laos with the purpose of promoting economic cooperation between two countries. Laos and the Republic of Korea have signed the agreement on cooperation in economics, technique and science in 1996 and on the loan from EDCF(Economic Development Cooperation Fund) in 1997. Since 1998 the Republic of Korea has approved many loans for the priority projects of the Lao Government. In 2009 EDCF has reduced the interest rate of loan to Laos from 0.5% to 0.01%, extended the period of payment from 30 years to 40 hears and the period of exemption¡¯s payment from 10 years to 15 years. Çѱ¹Á¤ºÎ´Â ¶ÇÇÑ ¾ç±¹°£ÀÇ °æÁ¦ Çù·Â ÁõÁøÀ» ¸ñÀûÀ¸·Î ¶ó¿À½º¿¡ Â÷°üÀ» ÁÖ¾ú½À´Ï´Ù. 1996³â ¶ó¿À½º¿Í ´ëÇѹα¹Àº °æÁ¦, ±â¼ú, °úÇкоßÀÇ Çù·Â°ú 1997³â EDCF(´ë¿Ü°æÁ¦Çù·Â±â±Ý) Â÷°ü Çù¾à¿¡ ¼¸íÇÏ¿´½À´Ï´Ù. 1998³âºÎÅÍ ´ëÇѹα¹Àº ¶ó¿À½ºÁ¤ºÎÀÇ ÁßÁ¡ÇÁ·ÎÁ§Æ®¿¡ ¸¹Àº Â÷°üÀ» Çã°¡ÇØÁÖ¾ú½À´Ï´Ù. 2009³â EDCF´Â 0.5%¿¡¼ 0.01%·Î Â÷°üÀÇ ÀÌÀ²À» ³·Ãß¾ú°í ÁöºÒ±â°£µµ 30³â¿¡¼ 40³âÀ¸·Î ¸é¼¼ÁöºÒ ±â°£µµ 10³â¿¡¼ 15³âÀ¸·Î ¿¬ÀåÇØ ÁÖ¾ú½À´Ï´Ù. The government and the people of Laos highly appreciate the precious assistances from the Republic of Korea, which contribute to the socio-economic development of our country. From 2002 to December 2009, the Republic of Korea has invested in Laos 142 projects with the total amount of 445,332,515 US$ and is ranked the 5th in foreign investment in Laos, after Thailand, China, Vietnam and France. On May or June of this year, there will be the 2nd Seminar on investment in Laos, organized by ASEAN-Korea Center and you are welcomed to attend this Seminar with the participation of the delegation from Laos. Concerning the investment in Laos, I would like to express my sincere thanks to Mr. Kim, Chang-Min Honorary Consul of Laos in Busan since 2003, who has made his efforts to attract many Koreans investors to Laos. Recently on January 2010 Mrs. Lee Jae Sook, Chairwoman of Onnury World Company has been nominated as a Lao Economic and Trade Representative to the Republic of Korea to assist the Ministry of Industry and Commerce of Laos in carrying out the work of bilateral trade and investment facilitation and promotion in Korea. Its potential sectors are energy, mining, agro-business and tourism. The estimated electricity potential is over 30,000 MW. Laos is planning to export electricity to Thailand 7,000 MW after year 2015 and to Vietnam 3,000 MW from now to 2020. The mining sector presents numerous potential opportunities for investment. According to the research, covering 65.78% of all territory of Laos, we have already discovered more than 600 mining sites, which include gold, silver, copper, tin, sapphires, lead-zinc, iron ore, gypsum, lignite, potash, gem stone, silica, coal etc. Âü¼®ÀÚ ¿©·¯ºÐ, ¶ó¿À½º´Â ÀÛÀº ³ª¶óÀÌÁö¸¸ ÀÚ¿¬ÀÚ¿øÀÌ Ç³ºÎÇÑ ³ª¶óÀÔ´Ï´Ù. °³¹ß°¡´É¼º ºÐ¾ß·Î¼ ¿¡³ÊÁö, ±¤¾÷, ³ó¾÷°ü·Ã»ç¾÷°ú °ü±¤ÀÌ ÀÖ½À´Ï´Ù. ¶ó¿À½º¿¡¼ ÃßÁ¤ °¡´ÉÇÑ Àü·Â ÀáÀç·®ÀÌ 30,000MW¸¦ ³Ñ½À´Ï´Ù. ¶ó¿À½º´Â 2015³â ÀÌÈÄ 7,000 MW¸¦ ű¹¿¡, Áö±ÝºÎÅÍ 2020³â±îÁö 3,000 MW¸¦ º£Æ®³²¿¡ ¼öÃâÇÒ °èȹÀÌ ÀÖ½À´Ï´Ù. ±¤¾÷ºÐ¾ß ¶ÇÇÑ ¾öû³ ÅõÀÚ °¡Ä¡°¡ ÀÖ½À´Ï´Ù. ÇÑ Á¶»ç¿¡ ÀÇÇÏ¸é ¶ó¿À½º Àü±¹ÅäÀÇ 65.78%¸¦ Â÷ÁöÇÏ´Â ±¤¹üÀ§ÇÑ Áö¿ª¿¡ ÀÌ¹Ì 600°³ ÀÌ»óÀÇ ±¤»êÁö¿ªÀÌ ¹ß°ßµÇ¾ú½À´Ï´Ù. ±¤¹°ÀÚ¿øÀ¸·Î¼ ±Ý, Àº, ±¸¸®, ÁÖ¼®, »çÆÄÀ̾î, ³³¾Æ¿¬, ö±¤¼®, ¼®°í, °¥Åº, Ä®¸®, ¿ø¼®, ½Ç¸®Ä«, ¼®Åº µîÀÌ ÀÖ½À´Ï´Ù. The Law on the promotion of foreign investment defines the principles, regulations and measures regarding the promotion, protection and management of foreign investment in Laos, with the aim at enhancing relationship and economic cooperation with foreign countries. Laos is politically stable country with low crime rate. It has been granted the Generalized System of Preferences (GSP) from 42 countries, including the Republic of Korea. Laos and Korea have also signed the MOU and Agreement on the establishment of the stock market in Laos, which will be operated from the end of this year. ¿Ü±¹ÀÎ ÅõÀÚ ÁøÈï¹ýÀº ¿Ü±¹°£ÀÇ °æÁ¦ Çù·Â°ú °ü°è °È¸¦ ¸ñÇ¥·Î ¶ó¿À½º¿¡¼ÀÇ ¿Ü±¹ ÅõÀÚÀÇ ÁøÈï, º¸È£, °ü¸®¿¡ °üÇÏ¿© ¿øÄ¢, ±ÔÄ¢, ¹æ¹ý µîÀ» Á¤ÀÇÇÏ¿´½À´Ï´Ù. ¶ó¿À½º´Â ³·Àº ¹üÁËÀ²°ú Á¤Ä¡ÀûÀ¸·Î ¾ÈÁ¤µÇ¾î ÀÖ´Â ³ª¶óÀÔ´Ï´Ù. ´ëÇѹα¹À» Æ÷ÇÔÇÑ 42°³±¹À¸·ÎºÎÅÍ GSP(ÀÏ¹ÝÆ¯Çý°ü¼¼Á¦µµ) ÇýÅÃÀ» ¹Þ°í ÀÖ½À´Ï´Ù. ¶ÇÇÑ ¶ó¿À½º¿Í Çѱ¹Àº ¿ÃÇØ ¸»ºÎÅÍ ¶ó¿À½º¿¡ ÁֽĽÃÀå °³¼³À» À§ÇÑ ¾çÇØ°¢¼¿Í Çù¾à¼¿¡ ¼¸íÇÏ¿´½À´Ï´Ù. In trade relations, it is noted that the Republic of Korea has extended the trade concession to Laos from the year 2000, which concerns the privileges for the export products of Laos to Korea. In the past three years the volume of trade between two countries is increasing step by step reaching around 100 millions US$. Both sides need to make their efforts to find more possibilities to increase our trade relations. ¹«¿ª°ü°è¿¡ °üÇØ ¸»¾¸ µå¸®¸é, ´ëÇѹα¹Àº 2000³âºÎÅÍ Çѱ¹¿¡ ¼öÃâÇÏ´Â ¶ó¿À½º Á¦Ç°µé¿¡ ´ëÇÏ¿© Ư±ÇÀ» ÁÖµµ·Ï ÇÏ´Â ¹«¿ª ¾çÇã±ÇÀ» ÁØ´Ù°í ¹ßÇ¥ÇÏ¿´½À´Ï´Ù. Áö³ 3³â µ¿¾È µÎ ³ª¶ó°£ÀÇ ¹«¿ª·®Àº 1¾ïºÒ¿¡ ´ÞÇÏ¸ç ²ÙÁØÈ÷ Áõ°¡ÇؿԽÀ´Ï´Ù. ¾ç±¹Àº ¹«¿ªÁõÁøÀ» À§ÇÏ¿© ´õ ¸¹Àº °¡´É¼ºÀ» ã¾Æ ³ë·ÂÀ» ÇØ ³ª°¡¾ß ÇÒ ¶§¶ó°í »ý°¢ÇÕ´Ï´Ù. In other field of cooperation, I would like to welcome more Korean tourists to visit Laos, by going directly or combining with the visits of some neighboring countries of Laos. Many Korean tourists go to visit Thailand, China, Vietnam and Cambodia. The reason is that they have direct flight to Korea. Laos and Korea are expecting also to establish the direct flight in the coming years to boost our bilateral relations. Laos has requested to send the Lao workers to Korea. Çù·ÂÀÇ ¶Ç ´Ù¸¥ ºÐ¾ß·Î, ´õ ¸¹Àº Çѱ¹ °ü±¤°´µéÀÇ ´ÜÀÏ È¤Àº ÀÌ¿ô³ª¶ó¿ÍÀÇ ¿¬°èµÈ ¶ó¿À½º °ü±¤ ¹æ¹®À» ȯ¿µÇÕ´Ï´Ù. ¸¹Àº Çѱ¹ °ü±¤°´µéÀÌ Å±¹, Áß±¹, º£Æ®³² ±×¸®°í įº¸µð¾Æ¸¦ ¹æ¹®Çϰí ÀÖ½À´Ï´Ù. ±× ÀÌÀ¯´Â °¢ ³ª¶ó·Î °¥ ¼ö ÀÖ´Â Á÷Ç׷ΰ¡ Àֱ⠶§¹®ÀÏ °ÍÀÔ´Ï´Ù. ¶ó¿À½º¿Í Çѱ¹ ¶ÇÇÑ ¾ç±¹ÀÇ °ü°è ¹ßÀüÀ» µµ¸ðÇϱâ À§ÇØ ¿ÃÇØ Á÷Ç× ³ë¼±À» °³¼³ÇÒ °ÍÀ̶ó°í ±â´ëÇϰí ÀÖ½À´Ï´Ù. ¶ó¿À½º´Â Çѱ¹¿¡ ¶ó¿À½º ÀηÂÀ» ¼ÛÃâÇÒ ¼ö ÀÖµµ·Ï ¿äûÇß½À´Ï´Ù. If this matter can be realized, the number of the passengers in the direct flight will be economically more profitable. In tourism there are many travel agencies which arrange the tour to visit Xiengmai(Thailand) Luangphabang(Laos) and Ankorn Wat(Cambodia) during one tour of visit. The tourists can also come directly to Laos after visiting Kungming Metropolitan City of Yunnan Province of China. There are around 1,493 tourist sites in Laos and many of them are also very attractive, like in other countries, namely the UNESCO world heritage Wat Phu, the Waterfall Khonephapheng, the resort Vanvieng, the plain of Jars and so on. Koreans who hold the ordinary passport can go to Laos without the entry visa and can stay in Laos up to 15 days. In conclusion during 15 years of diplomatic relations between Laos and the Republic of Korea both sides have made their efforts to strengthen friendship and develop the cooperation in many fields. We have good cooperation in international affairs. Laos supports the establishment of peace in the Korean Peninsula and the peaceful reunification of two Koreas. The Republic of Korea has extended various kinds of assistances to Laos including humanitarian aid, when Laos was affected by natural disasters. We have exchanged the cultural activities and established the sisterhood cities of two countries. The two peoples begin to know more traditions and customs of each other and they become good friends and good partnerships. ¸¶Áö¸·À¸·Î, ¶ó¿À½º¿Í ´ëÇѹα¹ ¿Ü±³¼ö¸³ 15³â µ¿¾È ¾ç±¹Àº ¿©·¯ ºÐ¾ß¿¡ °É·Á Ä£¼±°ú Çù·ÂÀ» °È µµ¸ðÇϰíÀÚ ¸¹Àº ³ë·ÂÀ» ±â¿ï¿©¿Ô½À´Ï´Ù. ¿ì¸®´Â ±¹Á¦Àû ¾È°Ç¿¡ ´ëÇÏ¿©µµ ÁÁÀº Çù·Â°ü°è¸¦ À¯ÁöÇϰí ÀÖ½À´Ï´Ù. ¶ó¿À½º´Â ÇѹݵµÀÇ Æòȷοî Á¤Âø°ú ÆòÈÀû ÅëÀÏÀ» ÀÌ·ç±â¸¦ Áö¿øÇϰí ÀÖ½À´Ï´Ù. ´ëÇѹα¹Àº ¶ó¿À½º°¡ ÀÚ¿¬Àç¾ÓÀ» ÀÔ¾úÀ» ¶§ ÀεµÁÖÀÇÀû ¿øÁ¶¿Í ´Ù¾çÇÑ Áö¿øÀ» ÇØÁÖ°í ÀÖ½À´Ï´Ù. ¶ÇÇÑ ¹®È ±³·ùµµ Ȱ¹ßÈ÷ Çϰí ÀÖÀ¸¸ç µÎ ³ª¶ó°£ Àڸеµ½Ã °á¿¬µµ Çϰí ÀÖ½À´Ï´Ù. ¿ì¸®´Â µÎ ±¹¹Î°£ ¼·ÎÀÇ ÀüÅëµé°ú °ü½ÀµéÀ» ¾Ë¾Æ°¡±â ½ÃÀÛÇßÀ¸¸ç ¼·Î¿¡°Ô ÁÁÀº Ä£±¸°¡ µÇ°í ÁÁÀº ÆÄÆ®³Ê½Ê °ü°è¸¦ Çü¼ºÇØ °¡°í ÀÖ½À´Ï´Ù. In the middle of this month, the Korea-Lao Joint Commission will hold the meeting in Laos and will discuss many issues of our cooperation, including the exchange of top level visits. In coming October the Leaders of Korea and ASEAN will hold the Summit 10+1, 10+3 and East Asia Summit in Vietnam. We welcome the completion of ASEAN-Korea free trade agreements and comprehensive economic partnership and we look forward to elevate our comprehensive partnership as strategic partnership for our mutual profit.
